Expedition slots??

Expedition slots - supposedly each level you research allows to send up to one more expedition a time right? I have 18 fleet slots and lvl 8 expedition tech yet I can only send up to 3 expedition s. Is this are bug or am I missing something here? I know expedition s are a bit crud but im curious; ) cheers!

i don't think its one expedition slot per level, you need multiple levels to get an extra expedition slot.

You do use fleet a slot for every fleet sent as well.
